The Downtown East Toronto Area is bound by:
- Bloor Street on the north
- Front Street on the south
- Bay Street on the west
- The Don Valley Parkway on the east, including an expansion up to 21 Park Road, north of Bloor.

Our Priority Populations: Who We Serve and Why
DET OHT is committed to supporting individuals who live in or access services in Downtown East Toronto, with a focus on equity for those facing homelessness, mental health challenges, and addictions.
This area includes three of the ten poorest census tracts in Toronto (Downtown East 2023 Five Year Action Plan, June 2019) and is home to a diverse population, including BIPOC, 2SLGBTQIA+ individuals, racialized communities, refugees, and people with low incomes.
Many residents also experience marginalization due to limited access to affordable and supportive housing, safe drug supply, and adequate mental health services and supports. These challenges are further compounded by social stigma and discrimination, deepening their exclusion from society.
